Planning board reviews property-use items: Route 2 business change, 90 Main permit, goat complaint and food-truck guidance

The Charlemont Planning Board used much of its Sept. 5 meeting to address several routine property- and code-related items.
Bob Nelson reported that the former Tatro Trucking site on Route 2 has transitioned to an upholstery and boat-cover business. Nelson said he visited the property and found what he described as "too many signs," and asked the owner to contact the board; he said he will return in a month if the owner does not respond. Board member Bill Harker said he may speak with the owner directly.
Lori Shulda-Merrigan reported that she attempted to reach Steve, the owner involved with a matter at 90 Main Street, but found the location closed on her visit. The board expects to hold a hearing on Oct. 3, 2024, to address the permit for 90 Main Street.
Members also revisited a complaint about a goat at 176 Main Street. Board members said that prior circumstances may have permitted the animal's presence and that they need updated documentation for the record. The secretary will search past minutes; Liz Bouyea suggested consulting Town Counsel, while Bill Harker urged trying other avenues first, including contacting animal control or the Attorney General's office for assistance. The board also noted the owner should not have roosters and asked to re-loop Jim Hawkins into the issue.
On the question of food-truck operations, Liz Bouyea said she had obtained information from Randy Crochier about approaches used in other towns after a request concerning David Kong parking a food truck at property owned by Jerry Pratt. Based on the board's review, no Special Permit is currently required under Charlemont rules for the situation described.
Board members did not record formal votes on these discussion items; they recorded next steps such as the Oct. 3 hearing date for 90 Main Street and follow-up outreach regarding signage and the goat complaint.
