Recreation staff flags Pine Knoll masterplan needs; ADA review and $200,000 capital plan proposed

Recreation Department staff told the commission on Jan. 21 that a Jan. 8 walkthrough of Pine Knoll buildings identified a need for additional indoor space, improved accessibility and expanded outdoor space.
The department said GZA Engineering is investigating ADA compliance issues at Pine Knoll and staff are exploring grant opportunities to help fund required accessibility improvements. Commissioners were asked to consider how project design and funding might be prioritized.
Commissioner Donna Prather and Town Manager Tom Christensen recommended developing a long-term town field renovation schedule and a Capital Replacement Plan to present to the Town Council. Christensen and Prather suggested prioritizing roughly $200,000 of field work every few years to address maintenance and upgrades.
The meeting record does not include a formal vote on the capital plan; the suggestion was presented as a proposal for staff and the commission to prepare documentation and a timeline for Council consideration.
Staff also noted related facility issues — a problematic ice-rink liner discovered after a thaw and the pending closure of the municipal pool on April 20 — that reinforce the need to identify funding and timelines for repairs and replacements.
