Commission continues enforcement hearings at 21 Schaffner, 8 Hamlin's Crossing and 90 Claybrook for restoration and monitoring

At its Jan. 21 meeting the Dover Conservation Commission continued multiple enforcement-order hearings and discussed next steps for restoration and monitoring.
For 21 Schaffner Road (Conrad/Rourke), Agent Janet Bowser described extensive wetland disturbance and alterations to bordering vegetated wetland (BVW). Owner representatives and consultant Paul McManus agreed to prepare a restoration and vegetation plan; McManus will join the restoration team and submit a proposal. Owner Rene Rourke expressed remorse for the clearing and asked that the EO be remedied promptly. The Commission continued the EO to Feb. 11 to allow submission of restoration plans.
At 8 Hamlin’s Crossing (DEP#144-0492) staff confirmed the equestrian trail is exempt from some restoration bounds and reported revisions to the restoration plan; McManus will supply a completed report and the commission agreed to monitor the restoration for an additional growing season to ensure healthy plant establishment. The hearing was continued.
The enforcement hearing for 90 Claybrook Road was also continued to the Feb. 11 meeting. Agent Bowser indicated she would draft enforcement orders and that escrow and outstanding obligations run with the land in the Hamlin’s Crossing matter.
