The Dover Conservation Commission heard an application for a temporary wetland and stream crossing at 0 Farm Street (DEP#144-0939) on Jan. 21 and agreed further review is necessary before permitting exploratory septic test pits.
Agent Janet Bowser said the 36-acre parcel has roughly six acres under Chapter 61 forestry status and includes areas mapped in the Natural Heritage and Endangered Species program. Bowser advised that winter delineation restrictions remain in force until April 1, so formal wetland mapping cannot proceed until then; she recommended engaging a third‑party reviewer for delineation work within the 70‑foot structure range.
Applicant representative Chris Frattaroli reported an existing path that could be used for machinery crossing and said the testing would last no more than two to three days. Frattaroli and Tom Carlson agreed to meet with Paul McManus for wetland guidance, and the applicant will submit a 21‑day waiver/extension for the public hearing. Commissioners stressed the need for a site visit after April 1 to verify delineation.
