Conservation commission continues Old Farm Road water‑main review pending Aquarion agreement, DEP feedback

The Dover Conservation Commission continued public review of the Old Farm Road Water Trust Notice of Intent (DEP#144-0940) at its Jan. 21 meeting, directing applicants to address state agency concerns and to complete an agreement with Aquarion Water Company before the hearing resumes.
Conservation Agent Janet Bowser summarized MA DEP comments and said DEP favors the option that places the new drinking-water main under the existing culvert. Bowser recommended that an obligatory agreement with Aquarion be drafted and reviewed by DPW and Town Counsel to ensure protection of the culvert during construction.
Applicant engineer Stephen Olson said the commission has more familiarity with the site than DEP and offered to meet with the DEP representative; Olson agreed to draft a memo addressing DEP’s concerns and to submit a 21‑day extension for the hearing. Project representative Chris Verni said the contracting firm should be responsible for any damage, and commissioners agreed that contracting directives, precautions and bonding should be required.
The commission scheduled the continued hearing for Feb. 11 and asked staff to confirm Aquarion’s agreement and obtain DPW and DEP feedback before resuming.
