Select Board enters executive session to discuss police union contract; releases several executive-session minutes

Chair Ellen Maher asked for a motion to enter Executive Session citing G. L. c. 30A, Sec. 21(a)(7) and related exemptions to review prior executive-session minutes, discuss strategy with respect to collective bargaining or litigation, and consider real property negotiations. Select Member Paul Grady moved the motion, which Select Member Chris Plecs seconded. Roll-call votes were recorded and the board entered Executive Session at about 7:50 p.m., planning to adjourn from Executive Session.
In Executive Session the board identified the Police Union Contract as a subject for discussion under Exemption #3 (collective bargaining/litigation strategy). A motion to enter Executive Session specifically to discuss the Police Union Contract was moved by Select Member Paul Grady and seconded by Select Member David Farrag; the board reported entering Executive Session at 7:52 p.m.
While in Executive Session the board took public-facing votes to release several prior executive-session minutes. The board moved and approved releasing the November 12, 2024 minutes and later approved release of the November 15, 2025 minutes. The board also approved release of a group of minutes from August 6, 2024; August 20, 2024; September 4, 2024; October 15, 2024; and December 3, 2024. Motions to release the July 1, 2025 and July 22, 2025 minutes were approved. The September 9, 2025 minutes were approved and released as well. On at least one release vote, Select Member Julie Rollins recorded an abstention.
Legal counsel recommended that the December 2, 2025 executive-session minutes not be released; the board also chose not to release the January 6, 2026 executive-session minutes at this time, following counsel's guidance. The meeting record indicates the board adjourned in Executive Session later that evening.
The board did not disclose details of the police union discussion in the public minutes. The motions and roll-call votes on the release of specific executive-session minutes were recorded in the public meeting minutes.
