Tower council approves 6% pay increase for clerk, promotes maintenance foreman and ratifies legal contract

The City of Tower council on Jan. 13, 2025, approved a 6% salary increase for Clerk/Treasurer Michael Schultz and promoted Ben Velcheff to Senior Maintenance Foreman effective Jan. 19, 2025. The meeting, held at the Civic Center, also saw the council approve a 2025 representation agreement with Colosimo, Patchin & Kearney, LTD and authorize several administrative assignments and procedural items.
Councilor Joe Morin moved to accept an amended agenda that added a forestry update; Councilor Bob Anderson seconded and the motion passed unanimously. The council then approved the consent agenda—including minutes from Nov. 12 and Dec. 9, 2024 and the claims register—by unanimous vote.
Clerk/Treasurer Michael Schultz provided informational updates on the water treatment facility project, the IRRR Public Works Grant and an initial cost estimate for ambulance rig repairs; the council took no formal action on those items and requested further follow-up where noted. Mayor David Setterberg moved and the council approved appointing Councilor Joe Morin and Councilor Bob Anderson to work with City Hall and Public Works staff to research potential improvements or repairs at the county building.
On personnel matters, Councilor Joe Morin moved to increase Clerk/Treasurer Michael Schultz’s salary by 6%; Councilor Bob Anderson seconded and the motion passed unanimously. Councilor Bob Anderson moved to promote Ben Velcheff to Senior Maintenance Foreman, effective Jan. 19, 2025; Councilor Morin seconded and the promotion passed unanimously.
The council voted to solicit sealed bids for the city’s 2025 legally designated newspaper and to authorize Councilor Bob Anderson to work with City Hall staff on an inaugural city newsletter, assigning Clerk/Treasurer Michael Schultz and Deputy Clerk/Treasurer JokiMartin to assist. Councilor Joe Morin moved to appoint Councilor David Wanless to work with City Hall administration to obtain an auditing firm for 2025; the motion passed.
On legal services, the council approved the Representation Agreement with Colosimo, Patchin & Kearney, LTD for 2025. The council also approved Resolution 2025-001 (Appointments and Designations) contingent on updating the resolution to reflect the appointments the council designated.
Mayor David Setterberg and Councilor Joe Morin provided an informational update on the Forestry Board; no action was taken on that update. The meeting adjourned at 6:38 PM.
