Des Moines County supervisors approve loan notes, sell Douglas Avenue parcels and OK liquor and wine licenses

The Des Moines County Board of Supervisors on June 16 approved several fiscal and administrative items, including two loan agreements, the sale of three county-owned parcels on Douglas Avenue, liquor and wine licenses for local businesses and a correctional-center personnel hire.
The board voted to authorize Resolution 2026-037, a tax-exempt general-obligation county purpose note in the amount of $1,139,000 (Series 2026A) to support capital expenditures. The chair said the measure helps the county manage short-term borrowing under the debt-service levy and indicated an interest rate of about 6.25 percent. The motion passed on a voice/roll-call vote.
The board also adopted Resolution 2026-038, a taxable general-obligation county purpose note in the amount of $3,088,000 (Series 2026P) intended to cover insurance and capital projects; the chair noted that the taxable note carried a roughly 6.5 percent interest rate. That motion carried.
On property matters, the board approved Resolution 2026-039 to dispose of three Douglas Avenue parcels (parcel IDs 10-25-431012, 10-25-431013 and 10-25-431014) and authorized sale to Troy M. Thompson for a combined $34,900, citing Iowa Code section 331.361 as the authority for disposal. Staff and county personnel were directed to complete the transaction.
Other approved items included a Class E native wine license for River Ridge Farms and a Class C liquor license for Flint Hills Municipal Golf Course; the sheriff had reviewed and raised no objection to both licenses. The board also approved the hire of Paul Broker as a correctional officer for the county’s correctional center; wage and hours were read into the record but the transcript contains garbled figures for hourly/annual rates.
The board approved accounts-payable claims presented at the meeting (read into the record as $478,655.22) and acknowledged clerk-of-court and sheriff fee reports for May 2026, which will be filed with the auditor’s office for public review.
The meeting concluded with the board moving into closed session to discuss the Douglas Avenue redemption center under Iowa Code section 21.5(1)(6).
