Davis County approves interlocal pacts and package of CDBG, HOME and SSBG subrecipient awards

The Davis County Board of Commissioners on June 30 approved interlocal cooperation agreements to help the county requalify as an entitlement community under the HOME program and authorized a package of subrecipient agreements funded by CDBG, HOME and SSBG for fiscal 2026to2727.
Commissioner discussion and staff presentation outlined the awards and shortfalls: among the ten subrecipient agreements approved were South Davis Water District ($165,000) and Woods Cross City ($180,000) for waterline replacement; a Davis donated dental services project ($30,000); Davis County Health Department for the Davis Links project ($50,000); a housing stability project ($48,030); Habitat for Humanity Greater Salt Lake ($200,000) for critical home repairs; a Farm Meadows stabilization project with Woods Cross City ($150,000); Grandview for Good for grief and trauma counseling ($37,500); Saint Anne's Lantern House for a homeless shelter project ($37,500); and Open Doors for a tenantlandlord mediation project ($25,000).
Ryan Steinbeagle, introduced as the presenter for community and economic development items, said the awards followed committee review and that requests substantially exceeded available funds. Commissioners noted the difficulty of choosing among eligible projects; the presenter summarized that public services requests totaled more than $1,000,000 while only about $235,000 was available for that category, and other infrastructure and housing requests exceeded $2.5 million with roughly $1.5 million available to grant.
Commissioner Bob Steve commissioner Stevenson moved to approve items 3 and 5 (the interlocal agreements and the subrecipient agreements); Chair John Crofts seconded and the commission voted to approve the package.
The approvals preserve the countys collaborative arrangements with municipal partners and allocate federal and state program funds to local water, housing and human services projects for the coming year. The county will execute subrecipient agreements with the named entities and manage reporting and implementation through its community and economic development office.
