Union City Council approves infrastructure repairs, easements and property actions in unanimous votes

At its Aug. 13 meeting, the Union City Borough Council voted unanimously on several infrastructure, land and administrative actions, including awarding a pipe-repair contract, approving easements, accepting pension obligations and authorizing property transactions.
Streets Supervisor Bob Phillips reported a sinkhole and damaged drainage at Municipal Lot #1. Engineer recommendations from Insight and Tim Wells called for replacing a 24-inch clay tile in the sinkhole, reconnecting pipes, replacing the adjacent catch basin with a larger unit and replacing roughly 10 feet of pipe. Council reviewed two estimates: Mansfield at $22,295 and McLallen Construction at $23,450; Councilor Steadman moved and Councilor Osborn seconded a motion to award the work to Mansfield for $22,295. The motion carried unanimously.
Council approved a retroactive easement agreement with property owner Anthony Hickey at 104 East High Street after PennDOT installed a catch basin there. Under the motion, the property owner will excavate and maintain a ditch linking the PennDOT basin to the borough’s new basin; the borough will accept responsibility for two catch basins and approximately 60 feet of connecting pipe. Councilor Osborn moved and Councilor Kerns seconded the motion, which passed unanimously.
The council accepted the borough’s 2025 Minimum Municipal Obligation figures for pensions, with a required payment for the non-uniform pension of $48,029 and $0 required for the police pension; Councilor Joyce moved approval and Councilor Kerns seconded. The council also approved a subdivision combining portions of 92 West High Street with 88 and 90 West High Street after Erie County Planning’s sign-off, and approved a retro-active purchase of a small parcel from 8 South Street for $500 to expand Municipal Lot #3 ahead of a gazebo project (motion by Councilor Joyce, seconded by Councilor Kerns).
Finally, the council authorized an easement with the American Legion to install and maintain a kayak and canoe launch at the ballfield along French Creek, funded by the Pennsylvania Fish and Boat Commission and the PA Environmental Council. Councilor Osborn moved and Councilor Joyce seconded; the motion carried unanimously.
Council also agreed to change regular meeting dates for Sept. 2024–Apr. 2025 to the first and third Monday at 6:30 PM. The meeting adjourned at 7:06 P.M. and an executive session followed.
