Denison Council approves routine items, schedules hearings and hears updates on YMCA, grants and roadwork

The Denison City Council handled several routine approvals and heard staff updates across a range of topics.
Consent agenda and other approvals: The council approved the consent agenda items A–F and discussed tabling item G (special-event sponsorship/insurance) for further follow-up. The council approved a recommendation from the Parks & Rec Board to hire Rice Construction to repair the aquatic-center slide railing at an estimated $8,015.70 and approved authorization for the mayor to sign a request for release of funds effective 03/21/2026.
Administrative actions: Council approved authorizing Jessica Garcia, city manager, as a backup signer on city bank accounts when the city clerk or deputy clerk are absent; members discussed separation-of-duties safeguards and characterized the authorization as limited backup authority. Budget, YMCA and bonds: Staff reviewed the FY 2026–27 budget and preliminary official statement for a proposed general‑obligation bond sale; council asked staff to correct term-year listings and approved preliminary steps contingent on updates. Members discussed a YMCA management agreement to operate the aquatic center; council described it as a management fee arrangement with the YMCA covering staffing and operations and said the agreement is separate from bond paperwork.
Public-works and grants: Staff reported the Broadway hot‑mix-asphalt bids were posted with low bidder OMG Midwest and said 2nd Avenue South reconstruction start was delayed by weather; staff also described progress on several grant applications and reported receipt of $90,000 in wellness-center grants ($50,000 from the community foundation and $40,000 from the Jack Rath estate). Staff noted a safety walkthrough at the aquatic center and library and reminded council of the public hearing on the budget set for April 7 at 4:30 p.m.
Next steps: Several ordinance items (solid-waste billing, impound fees, BOA residency) will return to council with draft language and public‑hearing scheduling as required.
