Resident urges action on chronic parking, council asks staff to research options

During the public comment period a resident described long-term street parking and nonmoving vehicles on 3rd Avenue North that leave driveways blocked and create narrow, hazardous conditions for neighbors.
The resident asked whether the city could designate a no-parking zone or otherwise require removal of vehicles that are effectively stored on the street. Council and staff explained current code limits (vehicles must move within approximately 48–72 hours to meet junk-vehicle or nuisance thresholds) and that vehicles parked in private driveways, if licensed and in working condition, generally do not meet junk-vehicle criteria.
City staff suggested code enforcement take a closer look and recommended that Colby and Tony (city staff) work with the homeowner to identify options. A police representative said officers had monitored the street and reported vehicles generally move for work shifts, but acknowledged the road's narrowness and the resident's frustration. Council directed staff to return with options for enforcement or parking restrictions that consider alley access and the risk of pushing vehicles into yard parking.
Council did not take immediate regulatory action; staff will produce recommendations after internal review and meetings with the homeowner.
