Staff member (S2) described IPI crews'participants as "nonviolent offenders" close to release who receive training and can operate equipment when licensed; the program includes transportation through Region 12 and on-the-job safety training coordinated with Rockwell City. Staff said splitting IPI workers into two supervised crews could improve productivity and reduce single-supervisor bottlenecks.
Why it matters: IPI participation affects labor availability, equipment scheduling and recurring contract costs. Council members questioned whether mowing should remain contracted or be brought back in-house; staff noted two parks were currently mowed by city crews while a multi-year contract covers the remainder. The council discussed tracking man-hours, equipment maintenance and fuel to determine whether in-house mowing is cost-effective when compared with contractors.
Staff and several council members stressed the need to track labor and equipment use precisely if the city assumes more mowing responsibility. Speaker 2 recommended maintaining logs of man-hours and equipment costs so staff could compare the city's actual costs with bids from private contractors and the school district arrangement for Northside Rec.
What's next: Staff will follow up with detailed cost figures and logging proposals and said the city will need to decide well in advance of the next contract renewal whether to take mowing back in-house or re-bid it.
