Staff presented a new-equipment list that included a 6-way blade and a sweeper that could cost about $125,000. Committee member (S5) said the new-equipment line shows a $157,000 package, with additional items bringing the total higher; Staff member (S2) told the council the sweeper would be “the one that's gonna pick up a big chunk” of the cost and suggested buying one major item per year rather than both at once.
Why it matters: The decisions affect the capital-improvement program and next year's bonding needs, and staff said trading or selling older units could help fund new purchases. Director (S3) and others described crowded storage of surplus equipment and said the city wants to sell or trade aging units to put proceeds into the capital account to reduce the net purchase price for replacements.
Staff noted possible sources of offset funding, including trade-in values and capital balances. Committee members questioned whether the plow purchase should be bonded this year and the sweeper deferred to the next year or if the sweeper should be prioritized based on operational need. Staff (S2) said preliminary work could let the city reduce the new-equipment line '"if we can wait on the street sweeper. If we're gonna do the plow this year, do a street sweeper, potentially next year."
The workshop also covered how to reallocate equipment-sale proceeds: Staff (S2) proposed placing proceeds from sealed bids or auction sales into the capital account so they are available to cover shortfalls on the new-equipment line rather than leaving old units to occupy yard space.
What's next: Staff will refine the equipment budget and meet with department heads next week to finalize big-ticket items and return updated recommendations to the council. The budget process will continue in subsequent council meetings until the city reaches a balanced plan.
