Councilors recommended targeted capital spending and clearer contract terms after hearing staff descriptions of maintenance needs at multiple city-owned facilities, including hangar bathrooms at the municipal airport and the kitchen and retaining wall at the Boulders event venue.
Staff member (S4) said the airport manager had mentioned a mandatory future tractor replacement and recommended trimming equipment-maintenance to $5,000 while noting capital improvements exist in departmental capital budgets. "We can reduce the equipment maintenance line item to 5,000," S4 said.
At the Boulders venue, councilors described visible problems—worn sinks and overhead equipment and a leaning retaining wall estimated by one speaker to be a $50,000 repair. Council member (S5) said some kitchen items need to be replaced for tenants to meet ServSafe standards and urged a cost-share conversation with the tenant. "Anything like that is bad in that case," S5 said.
S4 explained the golf-course management agreement that governs rentals and event staffing: the golf course receives 5% of rental income and is reimbursed for wages when it staffs events. Councilors questioned whether past informal rentals were properly disclosed and asked for a clearer list of permitted rentals and revenue-sharing terms.
On marketing, the council discussed whether Boulders needs its own hosted booking site because of appointment and payment features; S4 said development could be done in tandem with the city site but recommended separate hosting to manage bookings. Councilors suggested exploring a contracted local marketing coordinator and requested specific cost estimates for kitchen upgrades, retaining-wall inspection, and seating/landscaping improvements.
The council did not approve any capital transfers at the meeting; members asked staff to return with cost estimates and proposed contract language for consideration.
