Denison staff say FY26–27 draft budget is balanced; levy rate submissions due to county by March 5

City finance staff told council that recent updates to employee-benefit sheets moved the FY26–27 draft budget toward balance and that staff will return with a finalized draft by the next meeting for formal publication and levy-setting work.
The finance lead said the budget is effectively balanced after inserting updated benefit figures and modest backfill assumptions on business and commercial-industrial property tax revenues: "It is balanced," the finance staff said. Council discussed budgeting a 3% wage increase as a placeholder and confirmed the usual process of finalizing pay raises closer to the July 1 wage-resolution effective date.
Staff also reminded council of key deadlines: proposed levy rates should be transmitted to the county by March 5 so taxing entities can be notified, and state submission deadlines for publication of notices are currently scheduled around an April 30 due date for certain filings. Council members asked staff to review capital and equipment lines and employee-benefit calculations and return with updated sheets at the next meeting.
No final levy or wage decisions were adopted at the meeting; staff will circulate revised budget documents and present a recommendation at the next meeting.
