The city manager summarized the proposed language and asked council for final confirmation, noting the draft included an annual 3% escalation during the initial five-year term and any extensions. "We are okay with the $1,250 a month land lease and 3% escalation annually," the city manager said. Council also confirmed a revenue-sharing clause that would pay the city an additional $250 per month for each additional carrier that connects to the permanent tower structure.
A council member urged staff and counsel to make the contract language explicit about the timing of the escalation so it could not be interpreted to apply only at term-renewal anniversaries. Council made a motion to approve the lease with those clarifications and approved it by roll-call vote.
The council did not discuss alternatives to the proposed rent or a competing site during the meeting. The manager said staff and counsel would finalize the redlined contract language and transmit it to AT&T’s attorney for execution.
