Staff recommended rejecting the sole proposal to allow revision of the scope and to re-solicit; Commissioner Fred Faylona moved to reject the HRG proposal and Commissioner Richard Norford seconded. The motion carried unanimously.
Massage ordinance hearing: Planning and Zoning Administrator Mack Breech presented a proposed repeal and replacement of Chapter 13 Part 4 (Massage Establishments) to modernize regulations, remove acupuncture from 'alternative therapy' because acupuncture is state-licensed, and to revise the dwelling definition consistent with zoning. Staff reported four licensed massage establishments and an additional two or three others identified during review. The board approved advertising a public hearing for March 26, 2026.
Consent item: The consent agenda included rehiring Brian Wise as seasonal park maintenance staff effective March 16; the consent agenda was approved unanimously.
Tax-collection change tabled: Manager Theresa Eberly presented a proposed change in occupational and per-capita tax collection agency; Commissioner Sean Sanderson moved to table the issue and Commissioner Steven Napper seconded. The motion carried unanimously.
