The Susquehanna Township Board of Commissioners voted Feb. 12 to approve the Final Land Development Plan for Susquehanna Union Green Phase IID, which includes a 1,140‑square‑foot pavilion/kiosk adjacent to the central green and depicts future commercial buildings as part of the phase.
Planning & Zoning Administrator Mack Breech told the board the Planning Commission recommended approval on Dec. 22, 2025, provided the applicant address township staff and engineer comments (staff memo dated Jan. 23, 2026; engineer memo dated Feb. 3, 2026), submit an operations plan for the public kiosk before issuance of a building permit, provide financial security for public improvements, update the Stormwater Management Operations and Maintenance Agreement, and obtain Design Review Committee approval and associated fees. Commissioner Gary Rothrock moved to approve the plan subject to those conditions; Commissioner Richard Norford seconded and the motion carried unanimously.
During discussion, the board asked whether the pavilion's 'back of house' area was for support functions; Applicant representative Ralph Vartan said the pavilion will include a concession window, ADA restrooms, storage and utility space to support a planned ice rink. Vartan noted restroom operational details are part of the required operations and maintenance agreement and said restrooms would be locked or opened in phases when staffed for events. Commissioner Norford expressed displeasure with the pace and specificity of that explanation. The minutes show the park area was pre‑deeded as public land while the pavilion sits on private property; the applicant is required to submit the operations plan and secure Design Review approvals before building permits will be issued.
The board's approval was conditional on the items recommended by the Planning Commission and the township engineer; no final construction permit will be issued until those conditions are satisfied and financial security is provided.
