Finance staff said the draft aligns with the voter-approval tax rate and noted the "no-new-revenue" rate as a reference point. Staff recommended remaining at or just below the voter-approval rate to avoid triggering an automatic election, and offered soft copies and an Excel spreadsheet for public transparency. "The no new revenue tax rate is 0.430564," one staff member said when asked for the number on the packet; staff also noted the current rate displayed in the packet for comparison.
Councilmembers asked for electronic versions, supplemental notes in the posted spreadsheets, and an opportunity to review department supplements ahead of the August 7 budget discussion. Staff said some line items (CIP transfers and engineering reports) remain pending and will be updated before final adoption.
Next steps: Draft budget will be posted on the city's website and council expects a detailed budget discussion at the Aug. 7 meeting; staff will provide requested electronic spreadsheets and supplemental notes ahead of that meeting.
