Salem Township hires third‑party building inspector, approves fee plan

Salem Township supervisors on Feb. 26 unanimously accepted the resignation of the township’s building code official and voted to hire a replacement through a third‑party inspection firm.
The board accepted the resignation of Dave Jobe of Jobe Inspection Services, LLC after the township received a termination letter dated Jan. 26, 2026. Supervisor Bob Zundel made the motion to accept the resignation; Supervisor Todd Paulich seconded it. All three supervisors voted in favor.
The board then moved to fill the vacancy. Supervisor Todd Paulich moved to hire Merle Musick of American Building Inspection Services, Inc. as Salem Township’s building code official; Supervisor Bob Zundel seconded. Kerry Jobe, a township supervisor, said, “the fees charged to Salem from American Building Inspection Services will go back to the 80/20 split where Salem will receive 20% of the building permit fees and American Inspection Services will retain 80%.” The motion passed unanimously.
The board also approved Resolution No. 10‑2026, a formal measure to retain a third‑party inspection agency to issue permits, conduct plan reviews and inspections, and to administer and enforce Salem Township Ordinance No. 05‑2004, and to establish permitting and inspection fees. The resolution was moved by Supervisor Bob Zundel, seconded by Supervisor Todd Paulich, and adopted by a unanimous vote.
According to meeting notes, Musick is a full‑time building code official for Unity Township and also performs inspection work for Derry, Scottdale and Cook Township; the board noted he will also take on work for Loyalhanna. The change restores Salem’s prior revenue arrangement for permit fees under the township’s contract with the inspection firm; the board did not state an effective date for the new contract in the minutes.
Before adjourning, the board set a special meeting for March 5, 2026 at 9:00 a.m., a special meeting for March 17 at 10:00 a.m., and the regular March meeting for March 18 at 7:00 p.m. at the Salem Township Municipal Building. Supervisors discussed adding an Emergency Management Vehicle purchase to the March 5 agenda. The meeting adjourned at 9:24 a.m. and the minutes were signed by Secretary Kelly Otto.
