Salem Township supervisors approve $200,000 in spending, hire road crew member and greenlight multiple planning actions

Salem Township supervisors unanimously approved routine and project bills, personnel moves and planning decisions during their Feb. 18 regular meeting at the municipal building.
The board voted 3‑0 to approve monthly expenditures of $200,349.60 across funds — including $124,177.62 from the General Fund and $50,892.53 for payroll — and recorded routine disclosure filings with the township secretary. Supervisor Todd Paulich moved the expenditure motion; Supervisor Bob Zundel seconded it and all three supervisors voted in favor.
The supervisors also approved hiring Blaise Defrances as a full‑time road‑crew employee and reimbursing the Recreation Board $2,000 from Act 13 funds for a porta‑john. "We have one mower that is worn out," Paulich said in discussing equipment needs; the board previously authorized advertising for a used secondary tractor and boom mower after concluding a new purchase was not affordable this year.
On land‑use matters, the board granted conditional approval to a lot‑line revision in the Totteridge subdivision and granted final approval to a side‑lot addition plan involving Penn Home and Farm LLC and John and Patricia Kilpatrick after required drafting corrections were made. The board also approved seven SALDO modification requests for a Demary subdivision that included exemptions for lot sizes and setbacks.
Supervisors approved a revised Memorandum of Understanding with the Westmoreland Conservation District and released a $1,500 bond to DeNoon Lumber Company LLC after the township engineer’s post‑use inspection found no road damage. Volunteer fireman tax‑credit rosters for Slickville and Forbes Road volunteer fire departments were approved as well.
Meeting materials and motions were recorded by Secretary Kelly Otto and Solicitor Muscante provided legal guidance throughout the agenda.
The supervisors adjourned at 9:05 p.m. and scheduled a special meeting for Feb. 24, 2026 at 6:00 p.m., another special meeting for March 5 at 9:00 a.m., and the next regular meeting for March 18, 2026 at 7:00 p.m.
