Salem Township Board affirms officers, sets 2026 schedules and adopts inspection and fee resolutions

The Salem Township Board of Supervisors at its Jan. 5 annual organizational meeting approved a slate of appointments, administrative resolutions and schedules for 2026.
Supervisors unanimously appointed Kerry Jobe as chair, Bob Zundel as vice-chair and Kelly Otto as Secretary‑Treasurer. The board also appointed full‑time roadmasters (Bob Zundel and Todd Paulich) and a part‑time roadmaster (Kerry Jobe). Other appointments included Doug Regola as township engineer and primary sewage enforcement officer, Richard Bourg as secondary SEO, Becky Maruca as tax collector (compensation set at 4% for certain taxes and a tiered 4%/2% schedule for township real property taxes), Jesse Maruca as deputy tax collector, and Sam White to conduct the 2025 fiscal audit for $7,995.
The board named Fred Cecchini to the vacancy board and as emergency management coordinator and Code Enforcement Officer ($25/hour); Brandon Perfetta was named assistant emergency management coordinator. Jerry Detar was appointed municipal representative to the Westmoreland Heritage Trail (term Jan. 2026–Dec. 2028). The board accepted the resignation of Planning Commission member John Durco and appointed John Wright; it reaffirmed Connie Mattei and Paul Holleran for existing Planning Commission terms. The board also appointed or reaffirmed members of the UCC Appeals Board and the Recreation Board; all such volunteer positions were approved unanimously.
Administratively, the board adopted Resolution 02‑2026 appointing Kelly Otto as Secretary‑Treasurer and Resolution 03‑2026 naming the township’s depositories: First Commonwealth Bank, PNC Bank, S&T Bank, Commercial National Bank and Citizens Bank. Delmont Salem News was designated as the primary legal advertising source and The Tribune Review as secondary. The supervisors established the 2026 regular Board meeting schedule (Wednesdays at 7 p.m.) and the Planning Commission schedule (monthly at 6 p.m., held only when agenda items exist). The standard business mileage reimbursement rate was set at 72.5 cents per mile for 2026, up 0.5 cents from 2025, per PSATS/IRS guidance.
The board adopted Resolution No. 04‑2026 retaining a third‑party inspection agency for permitting and plan reviews under Salem Township Ordinance No. 05‑2004; Jobe Inspection LLC will serve as the third‑party building code official and Dave Jobe will issue building permits. The board also adopted Resolution No. 05‑2026 approving modifications to the fee schedule for on‑lot sewage disposal systems.
Board members voted to designate Supervisor Bob Zundel as the township voting delegate to the 2026 Pennsylvania State Association of Township Supervisors convention and to reaffirm delegates to the Westmoreland County Tax Collection Committee; the board approved Resolution #1‑2026 formalizing the WCTCC delegate appointments.
During new business residents suggested reimbursing Planning Commission members for meeting time or adding payroll for Planning Commission work; Planning Commission chair Connie Mattei said recent procedural changes should reduce workload and she did not expect compensation to attract volunteers. The meeting adjourned at 8:05 p.m.
