Commission backs MVHO agreements to expand outreach, supportive housing using HOME-ARP funds

The Dayton City Commission on June 10 approved agreements with Miami Valley Housing Opportunities (MVHO) to expand outreach and supportive housing services funded in part by HOME-ARP resources.
City Manager Shelley Dickstein described a multi-year outreach program with a four-person team—including a licensed social worker—providing outreach, case management, housing navigation, transportation assistance and other supportive services to people experiencing or at risk of homelessness. "The agreement is funded through HOME-ARP resources and covers services provided in 2025 through 2027," Dickstein said.
Dickstein also reviewed an annual MVHO agreement for permanent supportive housing and tenant-based rental assistance designed to help individuals maintain stable housing. Commissioner Joseph praised the continued funding and intergovernmental collaboration with Montgomery County, noting modest recent decreases in homelessness and urging sustained efforts to address chronic homelessness.
The City approved the City Manager’s reports (with the supplemental janitorial item excluded), which included these MVHO agreements. Commissioners asked staff to continue collaboration with County partners and to look for opportunities to expand services beyond downtown neighborhoods.
Staff will continue reporting on program outcomes and intergovernmental coordination as the City implements the HOME-ARP-funded outreach and supportive housing agreements.
