Lynn licensing panel denies some taxi/livery applications, tables others; KIPP fundraising dates approved

The Lynn Licensing Committee met June 9 and acted on a series of new‑operator applications that had been carried from May. Several applicants were not present; the committee either tabled or denied applications depending on prior history and enforcement concerns.
Javier Almonte Encarnacion (12 Parkland Ave.) was not present; after discussion the committee recorded a denial. Erian Likaj (15 Sylvan St., Danvers) was also absent and the committee moved to deny that license.
A motion to deny AMB Special Transportation (826 Boston St., owner Anna Betancourt) carried after a Ward 7 councilor described multiple ISD and parking‑department complaints and enforcement visits, saying the business continued to operate despite requests to cease. "There's been numerous ISD complaints, parking department complaints, vehicles being left out overnight," the councilor said; no representative for AMB appeared in the meeting transcript to rebut those claims.
Other new livery applicants — including Carlos De Los Santos, Jose Felipe Marquez and Jurison Tavares — were not present and the committee moved to table those applications. The committee then approved license renewals taken as a group without further discussion.
Separately, the committee approved several 'canning' (fundraising) dates for KIPP Academy football (July 17–20 and July 26) after a motion and second; the dates were granted.
Next steps: Denied applicants may pursue reapplication or appeal according to licensing rules; tabled applicants will return at a later date.
