The Public Property & Parks Committee voted unanimously on June 9 to accept a land development agreement with Atlantis Investments that will place a soup kitchen and outreach services at 100 Willow Street and require construction of 44 affordable housing units at 57–61 Liberty Street.
Daniel from the mayor’s office told the committee that, after council feedback, the developer agreed to designate 20 parking spaces at the Liberty Street lot for My Brother’s Table and that staff will seek a traffic‑commission action to lift two existing no‑parking restrictions to increase supply. "We were able to work with the developer to designate 20 parking spaces at the Liberty Street lot for My Brother's Table," he said.
The council order read into the record authorizes the mayor to execute the land development agreement in response to Lynn City RFP #03653 (dated Jan. 14, 2026). Under the agreement, Atlantis Investments will provide space at 100 Willow Street for My Brother's Table and the Healthy Streets Outreach program for at least 99 years; 57–61 Liberty Street is to be developed as a 44‑unit affordable housing project to be leased and operated by Elliot Community Human Services. Acceptance of the agreement is subject to law department approval and any deeds will be filed at the Essex County Registry of Deeds.
Councilor Natasha moved to remove the matter from the table and accept the agreement with the stipulation that 20 parking spaces at the Liberty Street lot be reserved for My Brother's Table; Councilor Avery seconded. After discussion and acknowledgements of staff and mayoral‑office work — including praise for Diane and parking director Jessica Chapini for coordinating with My Brother's Table — the committee took a roll‑call vote and recorded unanimous support.
The committee’s approval was procedural and contingent on final review by the law department; the mayor was authorized to execute the documents required to implement the agreement.
