The Orange County Board of Equalization and Review met June 9, 2026, in Hillsborough and with three voting members present decided a slate of property value appeals, largely affirming the county assessor's recommendations while making targeted adjustments in several cases. Chair Leon Meyers called the meeting to order at 1:00 PM.
The board voted unanimously on all motions, with Regular Member Saru Salvi and Regular Member Richal Vanhook moving and seconding motions throughout the session. The body accepted the county's recommendation of no change for several parcels, including parcel 9788278230.098L428 (board-set value $1,098,100). It also accepted recommended changes for multiple appeals, setting parcel 9799668489 at $282,300 and parcel 9838399928 at $214,400 based on county analysis and comparable sales.
In several cases the board altered the county recommendation. For parcel 9759858382 the board applied a 10% economic modifier in addition to the county’s adjustment, producing a board-set value of $377,700 (county: $482,500; appellant: $200,000). For parcel 9769203403 the board added a -5% easement adjustment to account for an OWASA easement, and for parcel 9880251069 the board changed the condition rating of the house to FAIR, lowering the board-set value to $602,200.
The body approved a consent agenda that included numerous staff-recommended parcel adjustments and corrections. Examples in the consent attachment include a -20% driveway and gas-line easement adjustment for Richard and Claudia Perry and a correction to finished square footage that altered a property's effective year built. Several NEA Properties parcels were adjusted with a 70% post-chantal PCR to reflect flood damage and repair status as of January 1.
Board staff recorded two action items for follow up: Staff Attorney Martha Bordogna was assigned to update the BOER rules draft (target date June 20, 2026), and Deputy Tax Assessor Chad Phillips will distribute finalized appellant scheduling and communication wording to the appraiser group by June 11, 2026. The board adjourned at 3:48 PM and scheduled its next meeting for June 24, 2026, at 1:00 PM.
