Sandown Zoning Board denies variance for 3 Main Street as incomplete

The Sandown Zoning Board voted April 30 to deny a variance application for 3 Main Street, Map 25 Lot 75, after finding the packet incomplete and lacking required quarter-inch-scale plans, the board chair, Joel Adjudici, said.
Adjudici opened the review noting the application sought relief from Article 3 Part A Section 1 of the Town of Sandown Zoning Ordinance for an addition and deck that would sit 24.2 feet from a stream; the ordinance requires a 50-foot buffer. With the applicants absent, board members examined the submitted materials and identified missing items, including the quarter-inch-scale drawing for the proposed structure and verification of abutters (some listed abutters crossed into neighboring Danville).
John White moved to deny the application as incomplete, saying the missing plan was material to evaluating impacts to the wetland buffer. The motion was seconded and carried; the board recorded all present members voting in favor of denial (Dan Hewitt, Mike Bergeron, Joel Adjudici, John White and Dave Artolino). The board told staff the applicants may revise the existing submission and return with the required materials rather than filing a new full application.
Board members discussed whether the proposal was a deck-only project or a structural addition; members said that distinction mattered because a deck can allow water infiltration while a roofed addition or slab can have greater impacts on runoff and buffers. The board suggested the applicants clarify whether pilings or a foundation/slab would be installed, and to provide the quarter-inch-scale plan and any needed abutter letters before the matter could be reconsidered.
