Shelby City Council approves liquor license, trail contract changes and property option

At its Dec. 17 meeting, the Shelby City Council approved a liquor license for Alex Parra at Desperados, accepted a $7,778.40 electrical estimate for a housing project, extended a trail contract to spring 2025, denied a third change order for the trail, approved an option agreement to buy 3.19 acres at 11 East Street and approved routine claims.
The Shelby City Council on Dec. 17 approved a series of routine and project-related motions, including a liquor license for Desperados, contract changes for the Ulteig Trail expansion and an option agreement to buy land at 11 East Street.
Councilmember Jackie Hursey moved to approve the meeting agenda, and Councilmember Traci True seconded; the roll call was recorded as all ayes and the motion carried. Mayor Ron Kroll asked whether any members had conflicts of interest; none were declared.
On a motion by Councilmember Todd Frank, seconded by Councilmember Traci True, the council approved a liquor license application submitted by Alex Parra for the business Desperados; the vote was unanimous.
The council also approved a Schraeder Electric estimate to bore for a new housing development in the amount of $7,778.40 (motion by Todd Frank, seconded by Jackie Hursey). Separately, the council approved Ulteig Trail Expansion Change Order #2 to extend the contract with TK Contract through spring 2025 (motion by Jackie Hursey, seconded by Todd Frank). The council then voted to deny Ulteig Change Order #3; the motion to not approve that change order passed unanimously, and the city requested an invoice for material used so it can pay material costs only.
The housing application for 800 Center Street was approved on a motion by Jackie Hursey, seconded by Todd Frank. Council conditioned additional assistance for windows and gutters on receiving an itemized list with prices before those costs will be paid.
A motion to go into a closed session to discuss a real estate acquisition failed on a roll-call vote: Hursey—Yes, Frank—Yes, True—No; the motion did not carry.
Later, on a motion by Todd Frank, seconded by Traci True, the council approved an asbestos survey at a cost of $1,500 and authorized an option agreement to purchase approximately 3.19 acres at 11 East Street from Taylor Oil; the vote was unanimous.
The meeting concluded with approval of the Dec. 17 claims report (motion by Todd Frank, seconded by Jackie Hursey) and adjournment at 8:30 p.m.
