Committee reviews requests to install badge-access and cameras at town buildings

The Capital Expenditure Committee on March 23 reviewed security and access-control requests for multiple town buildings after First Selectman Joe Bellavance laid out a prioritized list of needs.
"Town Hall ($24,198.95), Green Building ($19,328.14), Community Center ($6,159.59), and old Town Garage ($20,031.36) — that is the order of priority," Bellavance told the committee, which includes Lou Brodeur, John Burns and Dave Lee. Bellavance said he would consult with IT Director G. Bryant to answer technical questions and return to the chairman with follow-up information.
The requests come with CTComp quotes attached to IT Department applications. The Town Hall submission describes installing six outdoor video cameras and a badge-swipe system to match systems used by Brooklyn schools and the Community Center, saying the technology "will allow town staff the ability to add and remove access to the building when needed" and permit remote locking from staff desks. The application (CTComp Quote #033688) also notes that the Resident Trooper and Troop D would have access to view incidents through the system.
The committee discussed scope and timing; the applications state work could be scheduled in July or August and described the projects as one-time capital costs. IT’s applications emphasize leveraging existing vendor relationships to limit configuration costs.
During public comment Matt Allen urged the committee to include the old Town Garage, saying the building stores equipment and would benefit from added security. The committee did not make final funding decisions at the March 23 meeting and scheduled a final review for March 30, with Bellavance and IT staff expected to provide clarifying information and reconciled quotes.
The committee is working to keep total capital plan spending below $310,000 for the year.
