Albany council approves police addition contract, personnel moves and a one-time vacation cash‑out

The Town of Albany Council voted Dec. 9 to award a $73,800 contract to Blue Boys Construction Inc. for an addition to the police department and approved multiple personnel actions, including a one-time vacation cash-out for 2024 and the hiring of a new police employee.
Councilman Gerald Stilley moved to accept the lowest quote and authorize Mayor Eileen Bates‑McCarroll to sign the contract with Blue Boys Construction Inc. Councilman Jerry Glascock seconded; the motion carried with Councilmembers Jerry Glascock, Gerald Stilley, Don Onofry and J. Thomas voting yea. The council record lists K. Stewart absent.
Separately, the council approved a one-time vacation cash-out for employees for 2024, allowing up to 40 hours for clerical and maintenance staff and 42 hours for police staff. That motion was introduced by Councilman Jerry Glascock and seconded by Councilman Gerald Stilley; the same four voting members approved the measure.
The council also approved hiring Tristan Priest for the Police Department, with a six‑month probation period retroactive to Nov. 13, 2024. Councilman Gerald Stilley moved for the hire and Councilman Don Onofry seconded; the motion passed with the same recorded yea votes.
Earlier in the meeting the council approved minutes from November 2024 (motion by Councilman Don Onofry, seconded by Councilman Jerry Glascock); the vote recorded three yeas and one abstention from Councilman J. Thomas. The council also approved the November 2024 financials on a motion by Councilman Gerald Stilley, seconded by Councilman Don Onofry.
The mayor will sign the construction contract as authorized. The meeting adjourned at 7:06 p.m.
