Charlemont planning board to hire consultant after grant award to update Master Plan

Sarah Reynolds, a Planning Board staff member, told the board that the town was awarded a grant to hire a consultant to update the Master Plan to meet eligibility requirements for certain federal, infrastructure and state grants. The Select Board has signed the grant paperwork.
Reynolds asked the Planning Board to draft a request for proposals describing the consultant’s scope and deliverables and to use a scoring system to select among bidders. She said the consultant would shoulder most of the work and that the board can use the current Master Plan as a blueprint. The board hopes to start consultant work in January or February.
Board member Lori Shulda-Merrigan proposed holding a working meeting on Nov. 7 to prepare the RFP. Chair Bob Nelson described an alternative approach he would have used—revising the plan section by section and incorporating recent findings from the RKG economic study—but the board agreed the consultant-led process would be more practical given grant timelines.
Reynolds said she will send the board an RFP sample to use as a template. The next procedural step is for the Planning Board to draft and approve an RFP at a forthcoming meeting before issuing it to consultants.
