Willacy County court approves regional tire ordinance resolution, park testing contract and grant update

Melissa Gonzalez Roses, director of community and economic development for the Lower Rio Grande Valley Development Council (LRGVDC), asked Willacy County Commissioners Court on June 22 to adopt a regional tire-ordinance resolution and to encourage cities in the county to pass the same ordinance; she said seven cities in the region have already adopted it and that county approvals would complete the three-county regional adoption.
The court approved the resolution by voice vote after a motion and second. Gonzalez Roses told the court the LRGVDC will next approach city councils to seek their adoption of the ordinance.
The court also approved a professional services agreement to hire PSI to perform construction materials testing for the Fresno Park improvements project at a cost not to exceed $12,000 to be paid from the DOIA fund. County staff said the testing is needed to continue mobilization and construction work; the motion passed by voice vote with Commissioner Garcia recorded as seconding the motion.
Separately, the court authorized an update to an earlier resolution for the Victim Assistance Direct Service Program (Criminal Justice Division grant number 44.99305, resolution 2792) to remove language designating an authorized official so the grant can be resubmitted in compliance with the grant’s submission rules. Court members approved the requested change by voice vote.
Routine land- and road-related items were also handled. The court approved a one‑lot family partition (replat) of Lot 1 in the estate of Henry Holmes in Precinct 4 after staff confirmed required documentation and engineering review. It granted permission to bore under County Road 45, approximately 2,000 feet north of Highway 186, to service property owned by Mark Brown; staff said engineering approval was on file. A budget amendment moving funds from a miscellaneous expense line to a salary line was approved to continue funding an investigator position identified as Benetta for the remainder of the fiscal year. The court approved three routine travel/training requests listed as items A, B and C. All of these motions carried by voice vote.
The court convened an executive session to consult with legal counsel on pending or contemplated litigation, deliberate personnel matters and negotiations involving county employees, and discuss real estate acquisition related to a community center. After returning to open session the court took no action on those executive-session items. The meeting then adjourned.
