The Town of East Hampton Brownfields Redevelopment Agency reviewed and revised a draft Connecticut Department of Economic and Community Development (CT DECD) grant application during its March 23, 2026 regular meeting at Town Hall and via Zoom. Chair Ryan Baldassario called the meeting to order at 6:31 P.M. and the board spent the bulk of its substantive discussion on the DECD application and related community engagement planning.
Agency members discussed coordination with UConn TAB on outreach and mapping. Members noted a community engagement meeting with TAB scheduled for Thursday the 26th from 11:00 to 11:30 A.M.; TAB is expected to provide conceptual photos and help build a survey to collect public feedback on properties under consideration. Town Manager David Cox said the story maps and survey materials would support the redevelopment plan and public input for the Plan of Conservation and Development (POCD).
The board conducted a section-by-section review of the DECD grant draft and considered incorporating language and details from a remediation action plan provided by engineering consultant VHB. Members assigned Victoria Minor (member) and Ryan Baldassario (Chair) to add pertinent information from VHB into the application and to follow up with VHB about cost estimates to include in the budget narrative. The fully revised application is due by noon on March 25 and will be submitted by Town Manager David Cox, according to the record.
Board members also received routine liaison reports: the town budget is under deliberation with the Board of Finance, the POCD process is progressing with its survey approaching 600 responses, and the WPCA is working through recent issues. Members discussed holding two visioning sessions in May and scheduled the next Agency meeting for the first week of April.
The Agency completed routine business before adjourning. Member Virginia Yenkner moved to adopt the agenda (seconded by Victoria Minor); the motion passed 7-0. The board approved the February 25, 2026 minutes with two requested edits; the minutes approval motion (moved by Yenkner, seconded by Kay Willson) passed 5-0-2 with Chair Ryan Baldassario and Kay Willson recorded as abstaining. Member Yenkner moved to adjourn (seconded by Willson); the motion passed 7-0 and the meeting ended at 8:04 P.M.
