Select Board sets April 14 hearing on proposed extension of bicycle impact fee through 2031

The Kennebunk Select Board voted March 24 to set a public hearing on April 14 for a proposed zoning amendment that would extend collection of the Bicycle Facility Improvements Impact Fee through July 1, 2031.
The amendment, to Article 14, Section 10.E of the town’s Zoning Ordinance, would extend the fee collection period five years from its current end date. The Planning Board held a hearing on March 23 and recommended forwarding the amendment with a positive recommendation (4-0).
Community Development Director Chris Osterrieder told the board that the town has collected $437,173 that remains unspent toward a $1.3 million cap (adjusted for construction inflation) and that nine projects had been identified for the funds. He said an extension would require approval at Town Meeting. Select Board member Karen Plattes asked how much had been set aside; Osterrieder supplied the figure and described the projects in summary.
The motion to set the April 14 public hearing passed 7-0 by show of hands. The public hearing will allow residents to comment before the Select Board decides whether to forward the amendment to Town Meeting for final action.
