Kennebunk holds first public hearing on proposed FY2026-27 municipal budget

The Kennebunk Select Board on March 24 held the first public hearing on the proposed FY2026-27 municipal budget. Finance Director Kayla Tierney reviewed the budget timeline, cited major drivers — the municipal net budget, the RSU 21 first reading, and estimated York County taxes — and outlined capital requests and committed debt obligations.
Tierney told the board that the York County budget process begins in April, so county figures used in the town’s tax-rate calculation are estimates based on the prior-year increase. She also reviewed the town’s Tax Increment Financing (TIF) special revenue fund and explained its relationship to the General Fund.
The board was given the remaining schedule for budget and warrant-article public hearings: an April 14 hearing on warrant articles, a May 26 second public hearing on the budget and warrant articles, and Annual Town Meeting on June 9. No members of the public spoke during the general public-comment portion of the March 24 meeting.
The hearing was informational; no vote on the FY2026-27 budget was recorded at the March 24 meeting. The Select Board will take further action after additional budget and county data are available.
