Shelby council approves TIF advance, urban renewal report and trail work order; tables health insurance

At its Nov. 7 meeting the Shelby City Council approved Resolution 11-2023 authorizing advances to the TIF fund, adopted the 2023 Annual Urban Renewal report and approved an Ulteig Trail extension work order for $15,669; the council tabled a health insurance proposal for a future agenda.
The Shelby City Council on Nov. 7 approved several measures touching local development finance and infrastructure while postponing a health insurance proposal for further review.
On a motion by Rick Kiesel, seconded by Karen Schlueter, the council approved Resolution 11-2023 authorizing advances to the tax increment financing (TIF) fund. The roll call vote recorded Jackie Hursey, Rick Kiesel, Karen Schlueter and Chris Evans voting yes; the motion carried. The measure authorizes advances to the city's TIF fund as recorded in the resolution documentation provided to council members.
Also on council consent, members approved the 2023 Annual Urban Renewal report after a motion by Schlueter and second by Hursey; the roll call vote was recorded as all ayes. During the same consent action the council approved Ulteig Trail Extension Work Order No. 1 (Project 23.25430) in the amount of $15,669, a procurement transaction moved by Schlueter and seconded by Kiesel and approved by roll call (all ayes).
Council approved routine consent items including minutes from October meetings, the treasurer's report and claims. The council reviewed the street finance report prepared for publication and formally named the new housing addition street Meadow Loop by motion of Schlueter, seconded by Kiesel; that motion carried by roll call (all ayes).
A separate motion by Kiesel, seconded by Hursey, tabled a health insurance proposal for further discussion and placed the item on a future agenda; the motion passed by unanimous roll call.
Mayor Ron Kroll asked whether any conflicts of interest existed; none were declared. The meeting adjourned at 8:45 p.m.
