Denison council adopts budget amendment, ARPA allocation and schedules public hearing on $3.5M loan; awards park and propane contracts

On Jan. 7 the City of Denison City Council adopted several fiscal and administrative measures. The council unanimously adopted Resolution #2025-01 amending the current budget for the fiscal year ending June 30, 2025, and Resolution #2025-02 allocating American Rescue Plan Act funds.
Council also introduced and adopted Resolution #2025-03, setting a public hearing for Jan. 21, 2025, at 5:00 p.m. on a proposal to enter into a General Obligation Corporate Purpose Loan Agreement to borrow up to $3,500,000.
On contracts, the council approved a regular propane contract with Farm Service Cooperative for 1,500 gallons and awarded a three‑year lawn care services contract for city parks to Phils Lawn Landscaping & Nursery LLC. The Phils Lawn bid listed mowing and spraying prices for 2025–2027 (mowing: $27,000 in 2025, $28,000 in 2026, $29,000 in 2027; spraying: $5,000 in 2025, $5,250 in 2026, $5,500 in 2027). The council also adopted a mileage reimbursement policy.
Council scheduled two budget workshops for additional review — Jan. 21 (after the council meeting) and Jan. 22 at 5:00 p.m. — and adjourned at 5:43 p.m.
