Hillman council approves minutes corrections, bills, sign estimate and Habitat contract; auditors recommend monthly cash balances

The Village of Hillman council handled a range of routine municipal matters during its May 20 regular meeting and a May 30 special session.
During the May 20 meeting the council approved minutes with specific textual corrections (including changing a title to "Brian Rogers Manager from Canada Creek," correcting "squelch" to "squash" pipes, adjusting a $500 buy-in to $550, and clarifying that Montmorency Township will pay through millage funds). Trustee Thomas Bouchey made the motion to adopt the corrected minutes and the motion passed unanimously. The council also approved payment of bills, including additional checks numbered 37616 through 37653.
Manager David J. Post presented an estimate from Omega Signs for a bike-path sign; the council voted to accept the $450 estimate and agreed that DPW staff will install the sign rather than paying a $250 installation fee. Post also reported he will place a Montmorency Tribune ad to recruit summer part-time help and that gravel work at the park is complete, allowing closure of the DNR grant. Post said Huron Engineering's drilling is finished and they expect one to two more months of engineering work.
Post reported auditors visited and suggested the council receive monthly cash balances after bank reconciliations and consider investing idle cash. The auditors asked to present suggestions at a future meeting. Post also presented a projected site layout for Orchard Pines (19 acres) and said homes would need to be built within two years under the proposed plan.
Trustee Velma Brown reported airport building lights and three transformers need repair and requested the council contact a different electrician; Brown also proposed exploring a change to hangar lease language to charge $100 per month for units used as storage rather than the current $500 per year. The council supported pursuing legal advice on the proposal.
Emma Niswonger asked for new rose bushes and small plants for pocket parks damaged by an ice storm; the council approved replacements. Clerk Ann Williams said adding Niswonger as a signatory at the credit union requires in-person signatures; the council set Wednesday, May 21, 2025, for staff to appear at CFCU.
Judy Nichols announced upcoming community events including the NE Michigan Artist Guild display and an Austin Rea reading on June 21, and the Blessing of the Bikes on May 24; the Chamber requested permission to plant a memorial tree in Emerick Park and offered to maintain 16 planted spots around the village.
Trustee Jonathan Smith moved to adjourn the regular meeting; the council adjourned at 7:33 p.m. The May 30 special session adjourned at 2:10 p.m.
