Hillman council backs CDBG bids for new production wells, designates manager as grant officer

The Village of Hillman voted unanimously May 20 to pursue Michigan Community Development Block Grant (CDBG) funds to build two to three new source production wells and to designate the village manager as the grant certifying officer.
At a public hearing opened by President Dave Hornbacher, Manager David J. Post read Resolution 2025-09, which seeks $890,000 from the state's Water-Related Infrastructure competitive funding round and commits $110,000 in local match. The resolution notes the project would benefit all village residents and that 65.0 percent of residents within the village limits are low- and moderate-income, based on HUD census data provided in the application. The council adopted the resolution by motion; all votes were in favor.
Becky Rivard of Huron Engineering told the council the firm drilled three new test wells under an EGLE-related contract: two near the high school and one adjacent to existing well No. 7. "Well No. 1 near the high school is flowing at 50 gallons per minute," Rivard reported, and she said Well No. 2 looks similarly promising. The site next to well No. 7 produced no yield; Rivard suggested the village could convert well No. 7 to emergency-only status and still meet grant requirements.
At a May 30 special session, the council adopted Resolution 2025-10 to participate in a joint application for the 2025 CDBG WRI program with Township of Hillman and designated the Village of Hillman as the lead applicant and administrator, authorizing Manager David J. Post to sign required documents. The special-session resolution also stated the village will provide matching funds, administration and project oversight.
According to the resolution language read into the record, the village will not obligate local funds or incur project costs until receiving a formal grant award, completing required environmental review procedures and receiving written authorization to obligate funds from the Michigan Economic Development Corporation.
Next steps identified by staff include completing the environmental review and awaiting the competitive award decision; the village's application materials will be submitted under the Michigan Strategic Fund/MEDC WRI program.
