FORWARD at the Rock seeks early release of remaining CPC funds; committee recommends $285,000

Chair Kellie Dionne called the Dennis Community Preservation Committee to order Feb. 12, 2026. The committee voted to recommend an early release of the remaining CPC grant funds for FORWARD at the Rock Phase II after the project’s executive director said the development is on schedule.
David Kaplan, executive director of FORWARD at the Rock, reported that “the completion is on schedule for June and is within budget, with over 50% construction completed.” Kaplan told the committee that, because the project has 15 investors (14 CPCs and the State), some investor funds will not be available until a certificate of completion is issued. He asked for an early release of grant funds so the project would not need to borrow against a construction loan and incur additional interest costs.
Kathy Ohman, a FORWARD at the Rock founder, said the Housing Assistance Corp. will serve as property manager and will begin vetting applicants, a process that she said takes about 90 days. Committee members emphasized the need for proper paperwork before funds are disbursed.
Chris Foley moved to recommend the early release of $285,000, the remaining portion of the approved grant, pending proper paperwork. Frank Dahlstrom seconded the motion; the motion passed as recorded (7-0-0).
The committee’s recommendation will be forwarded to the Select Board for final approval; members did not set a date for disbursement in the meeting minutes.
