Liquor Board approves Corner Shop license, two transfers and several temporary measures

The Frederick County Liquor Board on May 11 approved a series of new and transferred liquor licenses and took procedural votes to clear renewal backlogs.
The board granted a new Class A beer-and-wine license to the Corner Shop at 1020 Mil Pond Road after Inspector Harrison told the panel his April 23 inspection found the establishment operating and properly posted for a public hearing under section 20-1405. The applicants said the license would provide convenient beer-and-wine access to nearby assisted-living residents. "It will help the community. They need not to drive long," a presenter for the store said during testimony.
The board also approved an immediate transfer of ownership for Thermmont Liberty at 227 North Church Street. Inspector Don Sugars flagged prior compliance history under the same entity, saying there had been "a sales to minor December 4th" and that "January 12th, 2026 there was a sales to minor" and that a one‑week suspension was pending. The board discussed whether past penalties should follow the new licensees and elected to grant the transfer now while leaving any enforcement or follow‑up to be addressed should further violations occur.
A transfer application for Fiesta Deana (class B — beer, wine & liquor) received conditional approval through July 15, 2026. Staff noted the packet was otherwise complete but missing a signed lease assumption from the landlord and an in‑force workers' compensation policy; the applicants, who said they are operating under a management agreement while those documents are finalized, told the board they have taken required training and plan to complete outstanding paperwork.
On procedural matters the board voted to approve 31 additional renewals to 'unblock' licenses and confirmed scheduling for the next hearings on June 8 and July 13, 2026. Several motions to approve individual items were made from the dais and carried by voice vote.
Actions recorded at the hearing included the adoption of past minutes, the Corner Shop license approval, the Thermmont Liberty transfer, Fiesta Deana's conditional approval, board approval of 31 unblock renewals, and a temporary approval allowing two downtown businesses to trial a shared outdoor consumption area until the June 8 hearing.
