The Richland Parish School Board met in Rayville on Aug. 13, 2024, and unanimously approved a series of routine but consequential governance actions, including a package of updated policies, personnel job-description updates tied to 2024 Legislative ACT 311, a budget revision for the 2023–24 fiscal year and a resolution setting millage rates for the 2025 tax roll.
Member Mrs. Linda Jones moved to approve the July 9, 2024, regular meeting minutes for publication in the Official Journal; Mrs. Marie Lewis seconded the motion, which passed with all voting in favor and Mr. Scott McKay recorded as absent. The board then considered and approved a suite of new and revised policies (listed during the meeting as EB-24; GAMA-24; IDCH-24; IDE-24; IDFA-24; IHA-24; JBE-24; JCDAA-24; JCDAE-24; JD-24; JDD-24; JDE; and JGCE). Mrs. Emily Ogden moved consideration of the policies and Mr. James Hough seconded; the motion carried unanimously.
The board adopted updated job descriptions required by 2024 Legislative ACT 311 for positions that include Supervisor of Special Education, Special Education Transition Facilitator, Individual Education Program Facilitator, Behavior Interventionist and the RVA teacher job description. Mrs. Emily Ogden moved the change and Mrs. Linda Jones seconded; members voted in favor.
On finance matters, the board accepted a Finance Committee recommendation related to the COVID-19 Learning Loss Supplement after a motion by Mr. Reed Trisler and second by Mr. Chris Pruitt. The board also approved General Fund Consolidated Budget Revision #1 for the 2023–24 fiscal year on a motion by Mrs. Linda Jones and second by Mrs. Marie Lewis; the vote was unanimous with one absence noted.
Mrs. Marie Lewis moved and Mr. James Hough seconded a resolution to set millage rates for the 2025 tax roll; the board approved the resolution unanimously. In a separate financial housekeeping action, the board authorized the Business Manager to open a new account at Cadence Bank to receive and disburse one-quarter cent sales tax funds; that motion was moved by Mr. Reed Trisler, seconded by Mrs. Emily Ogden and carried.
The board received routine reports—personnel chart; school lunch monthly financial statement; sales tax revenue statement; and general fund monthly financial statement—and was briefed on upcoming district events. The meeting was adjourned after a final unanimous motion to adjourn.
Meeting minutes and votes were recorded with all motions carrying and Mr. Scott McKay absent for the session. Dr. Georgia Ineichen is listed in the official record as board president and Sheldon Jones as secretary.
