Consultants from Weston & Sampson and Elko Coastal Consulting presented a draft Sea Level Rise Adaptation and Resilience Plan to the Sullivan's Island Town Council on Aug. 19, outlining a vision grounded in four goals—engage, protect, restore and adapt—and a suite of optional strategies ranging from community-wide approaches to site-level interventions. Katie Finegan of Weston & Sampson led the presentation and described five strategy types with examples and implementation suggestions; Nicole Elko of Elko Coastal Consulting emphasized marsh-condition monitoring as a high priority and suggested eco-friendly erosion-control measures for private marsh-front properties and dune-management work on the front beach.
The consultants said the plan’s intended final outcomes include a physical resilience plan through 2050 that is place-based and actionable, location-specific concepts and cost estimates for in‑the‑ground strategies, improved communications for multiple audiences and recommended policy updates to guide future land-use decisions. Council members asked questions about strategy sequencing, ownership of potential interventions on private property and how monitoring would inform future projects; consultants said each strategy is optional and will be refined with staff input.
Town staff did not set a firm adoption timeline during the meeting. The presentation will inform upcoming committee discussions; staff indicated they will return to Council with more detailed cost estimates and implementation steps after further review and stakeholder outreach.
