Bolton PZC reviews draft subdivision regulations, flags sewer-avoidance policy for further discussion

The Bolton Planning & Zoning Commission on July 10 reviewed a draft update to the town’s subdivision regulations and directed staff to submit the revised language to General Code for codification before a public hearing.
Patrice Carson, Consulting Director of Community Development, told commissioners staff, commission-requested edits and the town engineer’s changes have been incorporated into the draft. Carson said she will forward the codified draft back to the commission for review and that the commission will hold a public hearing on the version returned by General Code.
During discussion members focused on Section 410-13.2.B, the town’s sewer-avoidance policy, and the role of the Bolton Lakes Regional Water Pollution Control Authority (BLRWPCA). Carson said a sewer loan related to local infrastructure ends next year, but the sewer-avoidance policy remains in effect to protect the lake; she also noted the town has a limited number of EDU (equivalent dwelling unit) allocations available. The commission agreed the topic warrants a larger, follow-up discussion—likely in the fall—before making any further policy changes.
In other business Carson reported the town attempted to demonstrate the Connecticut Countryside website but encountered technical difficulties; she will email members when the site is ready. She also reported that 4 Tolland Road has sold and the new owner plans to operate a landscaping business, and that several residents have moved into senior housing at 7 Loomis Road after the property received a certificate of occupancy.
The meeting concluded after the commission approved the June 12, 2024 minutes and then adjourned. The public will be able to review the codified draft and provide comment at the forthcoming public hearing; the commission did not set a public hearing date in the meeting minutes, which instead describe the next step as awaiting the General Code return of the codified text.
