Surgoinsville board approves package of ordinances, employee benefits and equipment donation

The Surgoinsville Board of Mayor and Aldermen unanimously approved a slate of ordinances, resolutions and personnel actions at its March 9 meeting.
On a second and final reading the board adopted Ordinance 195-2026, an ordinance establishing time limits for demolition and building permits. Vice Mayor Collier moved to adopt the ordinance; Alderman Hoss seconded and a roll call vote was unanimous in favor. The minutes record the measure as approved on second reading.
The board also advanced Ordinance 196-2026 on first reading. The proposed amendment to the municipal zoning ordinance would add definitions and regulations for "artificial intelligence facilities." Vice Mayor Collier moved to approve the first reading; Alderman Mierek seconded and the vote to advance the ordinance was unanimous.
On employee benefits the board adopted three resolutions unanimously: Resolution 170-2026 to authorize a supplemental bridge benefit for qualifying full-time employees; Resolution 171-2026 to offer a 401(k) defined contribution plan; and Resolution 172-2026 to offer a governmental 457(b) deferred compensation plan.
The board accepted a donation from Hawkins County of a 2015 Ford Taurus (VIN 1FAHP2MK5FG102437) and authorized Police Chief Hammonds to customize the vehicle for Surgoinsville use (account 110-42100-332). The vehicle donation and customization motions were approved without dissent.
Personnel and operations actions approved included authorizing Vice Mayor Collier to conduct interviews and extend an offer for a part-time maintenance employee to begin March 16, 2026 or thereafter, and rehiring Danny Lawson as a part-time employee beginning April 20, 2026 to work three days per week. The board also approved allowing Lee Taylor to clean City Hall downstairs at a flat rate of $25 per cleaning and authorized Maintenance Director Brandon Depew to perform flooding repairs and associated expenditures on Sandidge Hollow Road.
Several grant-authority items were approved: the board authorized Fire Chief Suthers to apply for the Tennessee Highway Safety Office grant and authorized Police Chief Hammonds to apply for the Small Rural Tribal Body Worn Camera program.
