WCUD and city provide utility, grant and project updates; SRTS bid set for Nov. 15

Following an executive session, the Spencer City Council heard updates on utilities, grants and local infrastructure projects.
Anthony Pelham of the Warren County Utility District reported crews are performing daily flushing to improve water quality and that WCUD staff are converting billing data to allow the utility to assume billing tasks amid office staffing changes. Pelham said attorneys are finalizing deeds and that December bills should be issued by WCUD; he added account numbers will begin with a seven.
Zeda Hillis, representing James C. Hailey, said a check for the river-site deed finally arrived in Nashville after mail delays. Council learned the Appalachian Regional Commission (ARC) grant pre-application opens Dec. 1. The Safe Routes to School (SRTS) sidewalk project — planned from the ballfield to the Sparta Housing apartment complex on Billingsley Street — has a bid opening scheduled for Nov. 15 at 2 p.m.; council members noted cost concerns and said bids will be reviewed with the school system. Pelham also said the Piney Pump station remains under coordination with TDOT and WCUD.
No formal council action on these items was recorded beyond receiving the updates and noting next steps for bidding and interagency coordination.
