The Spencer City Council on July 16 voted to award Rye Engineering the contract to supply flow monitoring and instrumentation upgrades funded through an Infrastructure Planning Grant, contingent on negotiating the vendor's bid down to the city's $55,000 budget. The recommendation to select Rye Engineering was made by James C. Hailey and presented by Zeda Hillis.
The equipment is intended to improve leak detection. Hillis told the council that only one bid was received and that it came in at $80,250, above the city's available budget of $55,000. Hillis said the Water and County Utility District (WCUD) will perform the labor and build the box display associated with the installs. James C. Hailey recommended Rye Engineering for the work, with the caveat that the price be negotiated down to the budgeted amount.
Alderman David Chandler moved to approve Rye Engineering on the condition that the company negotiate its price to $55,000; Vice Mayor Drew Campbell seconded. The council approved the motion on a roll call vote: Alderman Darrell Nance ' yes; Vice Mayor Drew Campbell ' yes; Alderman Jerry Blankenship ' yes; Alderman David Chandler ' yes; Alderman Hensley ' absent. The motion passed.
The meeting opened with Mayor Alisa Farmer calling roll, followed by a prayer and the pledge; there were no public comments. With no further business, Vice Mayor Drew Campbell moved to adjourn, and Alderman Jerry Blankenship seconded. The meeting was adjourned.
City staff will proceed with negotiations and return to the normal contracting process; the award is contingent on reaching the $55,000 budgeted price.
