Council OKs Nolla senior housing TIF and approves multiple rezonings, liquor licenses

The Omaha City Council voted June 30 to approve a Tax Increment Financing (TIF) redevelopment plan to rehabilitate a vacant former nursing home at 4809 Redmond Avenue into the Nolla Senior Living affordable senior housing development. City Planning reported the project will produce 160 units — 136 affordable and 24 market-rate — in a roughly 139,780 square‑foot facility, with total investment around $36.5 million and requested TIF support of $2,870,125.

Bridget Hadley of City Planning summarized the scope: comprehensive rehabilitation of an approximately 32,000 square‑foot building with a three‑story 17,860 square‑foot addition; the developer said construction could begin this fall with a target completion near the end of 2028. Melvin Sek appeared on behalf of the developer to answer council questions. The council approved the resolution 6–0.

Separately, the council approved two Class C liquor licenses — for Beer City (4147 L Street) and Uptown Java (2627 North 205th Street) — after public hearings and applicant statements on record. The council also approved multiple rezoning and plat items by roll call votes of 6–0, including the Western Springs replat, Oriental Trading Industrial Park prelim/final plats and subdivision agreement, and rezoning requests at 2624 North 19th Avenue (to R5), 1802 North 66th Street (to R5), and two lots at South 24th Street (to R7).

One item, the 251 Center TIF (Item 19), was requested to be postponed to July 28 at the applicant's request and the council laid it over by unanimous vote.

The meeting included a proclamation designating July 10–12 as Leadership Omaha Day and remarks from Leadership Omaha alumni. The council adjourned at about 3:08 PM.
