The council approved a site-plan-only application (PSP26-00008) to redevelop the former Embassy Suites at 28100 Franklin Road into a mixed-use project featuring 175 dwelling units plus supportive services aimed at people aging out of foster care, a daycare and Head Start space on the first floor, and other resident amenities.
Petitioner representatives described unit sizes, the landscape plan and a programmatic commitment to supportive services for residents. The project is a permitted use under the existing RC Regional Center zoning, and staff said the application triggered a community impact statement because of project size. Council moved to approve the site plan and the motion carried.
City staff and the developer said the first floor will contain service and amenity spaces in support of resident needs while upper floors will provide housing; construction and permit scheduling will proceed through the usual building-department reviews.
